Dear Dr. Van Trease:

My husband and I are both college graduates, our son is a recent college graduate and both daughters have recently attended college so we are all quite familiar with the intricacies of dealing with financial aid. It has not been a smooth process at any school with which we have had experience, but never have we seen anyone whose life suffered such a shattering experience as our daughter, Amy C. Lee, in the fall of 1999 as a result of the overworked, inefficient staff in TCC's financial aid department.

Amy applied as a former student in the summer of 1999 for the fall semester and enrolled in the classes she needed. She had been offered a scholarship in musical theater at Tulsa University for the spring, 2000, semester with the stipulation that she take a recommenced list of courses at TCC in the fall of 1999. She applied for financial aid, received her SAR, and had her records in. Classes started and she would go by the financial aid department where she would be told "it's still here at the bottom of the pile - we'll get to it". Her financial aid counselor, a very young student himself, was never available to talk to her. Personnel in the department were rude and obviously just too busy to be bothered.

She did not have the money to purchase her books and professors kindly let her copy pages to have what she needed to study. Geography was the one course where she really couldn't compensate for her lack of books, but at $135 for the book and workbook, they were completely unaffordable. Because she was taking 15 semester hours, and is not someone to whom good grades come easily, she was only working 15 to 20 hours a week. She had applied for additional money over and above tuition to supplement her living expenses.

The weeks went by and she was getting frantic over no money and no books, and was making twice weekly trips to the financial aid office. Finally she received a letter stating they needed additional documentation. It was an NSU record, that it turns out they already had. Then she received another letter stating the same thing. This time they said she needed her NEO record and, oops!, they already had that too. The third letter arrives about the middle of October and says they need additional documentation. She goes to the office and they want her written explanation of why she has so many college hours but no associates degree. She complies and it finally goes to the November 2, Review Committee. When she goes to the office later they tell her it has been denied but they can't find the copy of the reason why. They told her she would be receiving a letter in the mail with the comments by the Review Committee. The letter arrived, and it said the comments by the committee were attached - but they weren't and to this day we still don't know the reason it was denied.

In the meantime her bills had been piling up and she was holding off the landlord with the explanation that her financial aid was coming and she would get caught up. When the landlord found out there would be no financial aid he had the sheriff serve an immediate eviction notice. At the end of an extremely long day trying to get her things out of the apartment before they were confiscated, someone runs a red light and totals her car. So here she is, 27 years old, back at her parents with her things in their garage, no money, owing back bills, no place to live, only a part time job, and her dream of a musical theater degree at TU in ashes at her feet. All because the financial aid department at TCC did not process her paperwork in a timely fashion! Why would they send a letter at three different times requesting different additional documentation? Why would they not look at it and determine everything that was missing and ask for it all at once? Why could they not realize before they sent two of the letters that they already had the documentation they were requesting?

My complaint is not that she wasn't granted financial aid. I want to know how the school can justify allowing a person to be strung along, already in class for three months, before they are told they aren't eligible for student aid? Had she known earlier, she could have dropped out and gone to work full time before she lost everything. At the time, I reminded her to officially drop the classes. She did this and I told my husband at the time "Wait and see - they will bill her for this semester at some point." Sure enough, almost a year later the bills start to arrive. Please see that this is removed from her record and that she doesn't receive another bill.

It is amazing that the people with the least education, certification, and organizational skills are the ones entrusted with the receipt and disbursement of most university funds on a state and local level. Because of this, a young woman's life and potential career has been damaged greatly.

Hello and welcome to the Amy College Recovery Fund. My name is Starr Hardgrove and I am the organizer of this donation based system. Just wanted to give you a little more information on this story. Amy is modest when it comes to giving and wants everyone that has already contributed to know how thankful she is for the help.

We are trying to raise $663 in order to help her at paying off Tulsa Community College. And this is where you come in, for the low price of $5 you can help Amy get back on the college train and go to the University of Arkansas.
